2. What are cookies
Cookies are small text files that a website may store in the browser of a computer, smartphone, tablet, or other user device.

improve website content, functionality, and usability.
When the user visits the website again, the browser may send the stored information back to the website or to the relevant third-party service.
In addition to cookies, e-visa.md may use similar technologies, including:
-
browser local storage;
-
session storage;
-
pixels;
-
tags;
-
technical identifiers;
-
other technologies that allow information to be stored on or accessed from the user's device.
For convenience, these technologies may also be collectively referred to as “cookies” in this Policy.
3. Categories of cookies that may be used
Depending on their purpose, technologies used on e-visa.md may fall into the following categories.
3.1. Strictly necessary cookies
These technologies are necessary for the proper, stable, and secure operation of the website.
They may be used for:

ensuring the proper operation of the application submission process.
Strictly necessary cookies may be used without separate consent where they are objectively required to provide a function requested by the user or to ensure website security.
Users may block such cookies through browser settings, but some functions of e-visa.md may then operate incorrectly or become unavailable.
3.2. Analytics and statistics cookies
Analytics technologies make it possible to obtain information about how users interact with the website.
For example, they may help determine:
-
the number of website visits;
-
the number of unique visitors;
-
the most frequently visited pages;
-
entry and exit pages;

the sequence of pages viewed;

-
technical errors and performance issues.
The information obtained may be used to analyse the operation of e-visa.md and improve the website’s structure, content, functionality, performance, and usability.
Analytics technologies that are not strictly necessary are used taking into account the user’s preferences expressed through the website’s cookie management mechanism, where consent is required by applicable law.
3.3. Marketing and advertising cookies
Marketing technologies may be used to analyse the effectiveness of e-visa.md advertising campaigns and user actions after arriving on the website from advertising platforms.
Such technologies may be used for:
-
identifying the source of advertising traffic;
-
storing information about advertising campaigns;
-
analysing advertising performance;
-
measuring conversions;

creating advertising audiences where such technologies are used on the website.
Marketing cookies and similar technologies that are not strictly necessary are activated taking into account the user’s preferences where prior consent is required under applicable law.
3.4. Functional cookies
Functional cookies make it possible to provide additional website features and remember certain user preferences.
They may be used, for example, to:
-
remember the selected website language;
-
save interface settings;
-
remember choices previously made by the user;
-
ensure the correct operation of certain interactive elements;
-
integrate external services;
-
improve the user’s interaction with the website.
Where a functional technology involves the transmission of information to a third-party provider and is not necessary for the core operation of the website, its use may depend on the user’s consent.
4. First-party and third-party cookies
e-visa.md may use both first-party and third-party cookies.
First-party cookies are set directly by e-visa.md and are used to ensure the operation of the website, store necessary settings, and perform other functions directly related to e-visa.md.
Third-party cookies may be set by external services whose technologies are integrated into the website.
These may include, for example:
-
analytics services;
-
statistics systems;
-
advertising platforms;
-
services protecting against automated requests;
-
communication services;
-
payment services;
-
embedded external elements;
-
other technical services.
Third-party providers may receive certain technical information in accordance with their own terms of use and privacy policies.
5. Website traffic analytics
e-visa.md may use web analytics systems to evaluate website traffic and improve the quality of the services provided.
Such systems may process, among other things:
-
information about pages visited;
-
date and time of the visit;
-
source of the visit;
-
device type;
-
browser;
-
operating system;
-
approximate location determined on the basis of the IP address;
-
duration of the visit;
-
user actions on the website;
-
technical events.
This information is used primarily to understand how visitors use e-visa.md, which pages are most useful, and which elements of the website require improvement.
Where analytics technologies involve the storage of optional cookies or the transfer of information to third-party providers, their use is subject to the cookie preferences selected by the user.
The list of analytics services used may change as the website develops.
6. Advertising analytics and conversion tracking
e-visa.md may use advertising and marketing technologies to determine the effectiveness of advertising campaigns.
For example, such technologies may make it possible to determine:
-
which advertising platform brought the user to the website;
-
which advertisement generated the visit;
-
whether an application was submitted after an advertising visit;
-
which advertising campaigns generate enquiries;
-
which pages the user visited after arriving from an advertisement.
Parameters contained in the page address, including UTM parameters and other marketing identifiers, may also be used for advertising attribution.
Optional advertising cookies are used taking into account the user’s consent where such consent is required by applicable law.
7. Application and contact forms
e-visa.md allows users to submit applications and contact the Company through forms available on the website.
For the proper and secure operation of such forms, the following may be used:
-
technical session identifiers;
-
mechanisms protecting against automated submissions;
-
information about the page from which the application was submitted;
-
browser and device information;
-
IP address;
-
date and time of submission;
-
source of website traffic;
-
UTM parameters;
-
other advertising attribution parameters;
-
technical data necessary for processing and routing the request.
This information may be used for:
-
processing the application;
-
contacting the user;
-
preventing spam and abuse;
-
ensuring security;
-
identifying the source of the enquiry;
-
analysing the effectiveness of advertising channels;
-
improving the operation of forms.
Personal data voluntarily entered by the user into a form, including name, telephone number, e-mail address, and other information, is also governed by the Agreement and Information on the Processing of Personal Data and the Privacy Policy of e-visa.md.
8. Submitting a request for visa-related services
On e-visa.md, users may be invited to complete a form or take other steps to request services related to visa and migration procedures.
During this process, technical technologies may be used to:
-
ensure the sequential operation of the form;
-
retain the technical state of the form;
-
transmit information entered by the user;
-
prevent repeated or incorrect submissions;
-
ensure process security;
-
identify the source of the enquiry;
-
verify the proper operation of the form.
Cookies themselves do not replace information provided by the user and do not constitute an automated decision regarding visa eligibility.
A decision to issue or refuse a visa is made by the relevant competent public authority and not through cookies or analytics technologies used by e-visa.md.
9. Payment services
Where e-visa.md provides the possibility to pay for services through a bank or an external payment service provider, the user may be redirected to a secure page of the relevant provider or may interact with an integrated payment interface.
The payment service provider may use its own strictly necessary cookies or similar technologies to:
-
ensure payment security;
-
prevent fraud;
-
maintain the payment session;
-
process the transaction;
-
confirm the payment result.
Processing of data directly by the payment service provider is carried out in accordance with its own privacy policy and terms of service.
e-visa.md does not use cookies to store the full bank card number, CVV/CVC code, or other confidential payment card details.
10. Links to messaging applications, social networks, and external websites
e-visa.md may contain links to external websites, applications, social networks, and other communication services.
These may include:
-
messaging applications;
-
social networks;
-
public authority websites;
-
diplomatic mission and consular office websites;
-
banking and payment services;
-
other external resources.
The presence of an ordinary link to an external service does not necessarily mean that the user’s personal data is automatically transferred to that platform.
After the user accesses an external website or opens a third-party application, information is processed by the relevant provider in accordance with its own rules and privacy policy.
Where third-party content is embedded directly into an e-visa.md page, a connection to the relevant provider’s server may be established when that content is loaded.
Where required by law, the loading of optional third-party content must take into account the consent preferences selected by the user.
11. Consent to the use of cookies
When first visiting e-visa.md, the user may be shown a cookie notice or a cookie management panel.
Depending on the technical configuration of the website, the user may have the option to:
-
accept optional cookies;
-
reject optional cookies;
-
select individual categories of permitted technologies;
-
save selected preferences;
-
change their choice later;
-
withdraw previously given consent.
Consent must be given through an affirmative action by the user where obtaining consent is required under applicable law.
Merely continuing to browse the website should not be regarded as consent to all categories of optional cookies where separate consent is required by law.
Strictly necessary technologies may be used independently of such consent where they are objectively required for website operation, security, or the provision of a function directly requested by the user.
12. How to change or withdraw consent
Users may change their decision regarding the use of optional cookies.
Depending on the available functionality, this may be done:
-
through the cookie management mechanism on e-visa.md;
-
by reopening cookie settings;
-
by deleting cookies in browser settings;
-
by blocking or restricting cookies in browser settings;
-
through the privacy settings of the relevant third-party service.
Withdrawal of consent does not affect the lawfulness of processing carried out on the basis of consent before its withdrawal.
After consent is withdrawn, new optional cookies in the relevant category should not be set unless another lawful basis exists for their use.
Cookies previously stored on the device may, in some cases, remain until they expire or are manually deleted by the user.
13. Managing cookies through browser settings
Most modern browsers allow users to control the use of cookies.
Browser settings generally allow users to:
-
view stored cookies;
-
delete individual cookies or all cookies;
-
block cookies;
-
block third-party cookies;
-
automatically delete cookies when the browser is closed;
-
receive notifications when a website attempts to set a cookie.
The specific settings available depend on the browser used and its version.
Users should be aware that completely blocking cookies may cause some e-visa.md functions to operate incorrectly or become unavailable.
14. Cookie retention periods
The retention period depends on the purpose of the relevant cookie and the settings of the corresponding service.
Cookies may be:
Session cookies — used during the current session and generally deleted after the browser is closed.
Persistent cookies — stored on the user’s device for a predetermined period or until manually deleted by the user.
Strictly necessary technical data is generally retained only for the period required to provide the relevant function.
Analytics, functional, or marketing identifiers may be retained for the period established by the technology used or by the relevant service provider.
Users may delete stored cookies at any time through their browser settings.

preventing abuse;
-
protecting forms;

diagnosing technical errors;
-
ensuring stability and performance;
-
analysing website traffic;
-
identifying sources of enquiries;

improving the website and the quality of services provided.
Where processing of such information requires user consent, it is carried out only after the relevant consent has been obtained.
16. Disclosure of information to third-party providers
Where third-party analytics, advertising, communication, payment, or technical services are used, certain information may be transferred to the relevant providers.
The amount of information transferred depends on the service used and its purpose.
Third-party providers may receive, for example:
-
technical identifiers;

The information transferred should be limited to what is objectively necessary for the relevant purpose.
Third-party providers may process information both within and outside the Republic of Moldova.
Where personal data is transferred internationally, the Controller takes into account the requirements of applicable legislation concerning the lawfulness of such transfers and the necessary safeguards.
17. Information security

unlawful use;
-
accidental loss;
-
alteration;

Depending on the nature of the data and systems used, such measures may include:

19. National Center for Personal Data Protection
In the cases and manner provided by law, users have the right to contact the competent supervisory authority of the Republic of Moldova — the National Center for Personal Data Protection (CNPDCP).
